So, what will the Learning Technology Program Manager at Terrestris do?

You will be responsible for the successful implementation of one of the largest eLMS in the nation The Learning Technology Program Manager (LTPM) will be responsible for the creation and execution of the Program Management Plan (PMP) to deliver a SaaS ELMS for the Department of Veterans Affairs.

What does a typical day look like for the Learning Technology Program Manager?

You will:

  • Manage a large-scale program, encompassing multiple projects, with a multi-million-dollar lifecycle budget
  • Plan, initiate, manage, execute, and close out programs.
  • Provide project management, project management planning oversight across the program
  • Create and maintain a program schedule to ensure requirements are met in a timely manner
  • Identify risks and issues and assist in the elaboration and implementation of risk management strategies and issue resolution tactics
  • Lead all client communications
  • Provide technical expertise and support in project management including but not limited to providing strategic planning, financial and budgetary management, business process engineering and transformation, and IT change management services.
  • Oversee enterprise architecture, system design and implementation, operation, and maintenance.
  • Ensure section 508 accessibility compliance,
  • Lead the assembly of documentation, and activities to support achieving Authority to Operate (ATO),
  • Ensure efficient operation of system cloud hosting, system licensing, software maintenance, production support, system integration, and application monitoring.
  • Evaluate program status, plan for phase transitions, and ensure good data governance.
  • Coordinate support activities with the hosting environment team
  • Ensure trouble tickets and requests for technical assistance are well-documented, fully explored, root causes identified and explained, and that system issues are remediated in a timely manner
  • Ensure resourcing is sufficient to support client requirements

What qualifications do you look for?

You might be the leader we’re looking for if you have:

  • Master’s degree in an equivalent combination of education and experience.
  • Project Management Professional (PMP) certification.
  • 10 years of project management experience in large-scale software integration projects
  • Hands-on software development experience,
  • 2 years of enterprise application development,
  • Must have experience providing custom software development to Government specifications.
  • Ability to manage budgets, schedules, customers, and vendors.
  • Willing to travel occasionally as needed (up to 25%)

We’re extra impressed by folks with:

  • Extensive previous software development experience, especially previous PHP developer experience.
  • HRIS development experience, especially eLearning and LMS development.
  • Previous experience as a Product Owner, especially for targeted Government delivery
