So, what will the Maritime and Logistics Advisor at Terrestris do?

Big picture, A Maritime Maintenance and Logistical Advisor (MMLA) is needed in Mozambique to assist the Mozambican Navy (primarily) and the SERNIC (secondarily) in improving its operational readiness and capability and capacity to patrol its territorial waters and Economic Exclusion Zone; support the larger interagency strategy seeking to (1) develop a capable, a professional, and a willing maritime partner to defend against transnational threats and (2) to enhance the capacity of Mozambican institutions to respond to security threats that will contribute to regional and domestic peace and security while adhering to the rule of law and human rights principles.

Embed and support the Mozambique Navy as well as SERNIC when they are in a supporting role to the Navy for maritime interdiction efforts to build an indigenous training capability, support Boat Repairs (specifically SAFEBOATs, Indian Ocean offshore patrol vessels (OPVs), and rubber hulled inflatable boats (RHIBs)) and repairs to trailers and prime movers and to assist in creating a sustainable logistics capacity within the Navy for vessels and onshore equipment (such as Regional Maritime Awareness Capability (RMAC) maritime domain awareness (MDA) systems).

What does a typical day look like for the Maritime and Logistics Advisor?

You will:

  • Provide mentoring, advising, instruction, and training on maritime logistics and maintenance.
  • Embed directly with the Mozambique Navy to provide on-site training to Mozambique naval maintenance personnel in Maputo and Pemba and offer basic seamanship training.
  • Coordinate with the U.S. Department of State, U.S. Africa Command (USAFRICOM), and other relevant U.S. Government (USG) security assistance organizations, including International Organizations such as the United Nations (UN) Office on Drugs and Crime (UNODC), in providing advice and training to the Mozambican Navy. The MMLA shall consistently liaise/interface with the Mozambique Navy, Office of Security Cooperation (OSC), State, and USAFRICOM.
  • Participate in regularly scheduled OSC contractor meetings and consistently liaise/interface with Mozambique Navy, OSC, State, USAFRICOM, and the Technical Manager (TM). The MMLA shall participate in regularly scheduled OSC contractor meetings.

What qualifications do you look for?

You might be the Advisor we’re looking for if you have:

  • Ten (10) years of uniformed experience in the surface maritime domain with the US Navy, US Merchant Marine, and/or US Coast Guard.
  • Five (5) years of hands-on experience in operations and maintenance of SAFEBOAT watercraft or similar watercraft, such as patrol and other mono-hull watercraft.
  • Five (5) years of experience in Small Boat Operations.
  • Five (5) years of experience in Maritime Supply and Logistics.
  • Five (5) years of experience in Maritime Maintenance/Engineering.
  • Three (3) years working in Sub–Saharan Africa, or a post-conflict country (see attachment 01).
  • Two (2) years of experience developing and delivering maintenance or logistics training modules to foreign militaries.
  • Must be a US citizen and maintain a US Passport.
  • Must have excellent written and oral communication skills.
  • Must be able to travel extensively both domestically and internationally unassisted.
  • Must have a US driver’s license or be able to obtain a US driver’s license prior to arrival in the country and be comfortable driving in US and PN countries.
  • The selected contractor will be responsible for the cost of a translator in discharge of their duties if an appropriate language capability does not exist at their respective job site.
