We are currently seeking a Sr. Project Manager Analyst (Construction PM) Task Order Lead. The ideal candidate will possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T). This position is onsite in Washington DC or offsite with travel.
Construction projects provide and maintain R&D capabilities to support the missions of S&T, the Department, and other government agencies that have interrelated homeland security missions. The investments include the construction of future assets, where a current capability does not exist, and upgrades to extend the life and capabilities of present laboratory facilities. It also includes developing strategies and approaches to operating and maintaining existing real and personal property assets, particularly related to laboratory infrastructure. The infrastructure construction, upgrade and sustainment mission is to plan, manage, and commission construction and sustainment projects that support research needs, comply with regulatory standards, and enhance the quality of facilities that house all DHS, DHS sponsored research and agency research that is congruent and complimentary to the overall Homeland Security mission. The branch uses industry-standard management practices and focuses on providing superior oversight of strategic agency and program goals in the context of project objectives and key performance parameters.
Duties included but not limited to:
- Develop staffing and management strategies, to include HQ and laboratories, based on evolving needs, surge requirements, etc.
- Source and onboard contract support staff based on evolving laboratory needs, progression through project phases, and surge requirements
- Develop briefings, memos, and other communications products for Congressional staff, HSE stakeholders, and/or the public
- Conduct and/or lead special studies and analyses in support of the Director, the Utilization Branch, and the Operations Branch in support of HQ and laboratory management, utilization, and infrastructure
- Provide advice through appropriate subject matter experts to the ONL Director and ONL leadership on all matters regarding the laboratory mission, management, administration, and operations
- Lead and develop responses to Exec Sec and other taskers, inquiries, and data calls
- Provide oversight, management and development of records management and knowledge management processes
- Observe, review, monitor or otherwise address the appropriateness, performance and timeliness of construction work being performed under the various construction contract methods in accordance with the contract requirements, the overall status, and the specific construction work in progress
- Conduct regular, timely, and accurate communications regarding ongoing and future work activities, coordinated and distributed as necessary from the architect-engineer and construction contractors, to the appropriate ONL stakeholders in order to minimize ongoing facility work interruptions
- Produces timely and accurate reports, responses to inquiries, development requirements and deliverables
- Write and review narratives, reports, memos, presentation materials, and the like
- Review informational materials in order to respond to technical project inquiries from sources such as Congress, other federal stakeholders, or the media
- Manage complex engineering or technical efforts that may involve multiple facets of an engineering discipline
- Work with a wide range of federal clients and comfortable working with multiple project consultants, architects, planners, construction contractors, and code officials
- Produce timely and accurate reports, responses to inquiries, development of requirements and deliverables
Requirements:
- Must be a United States citizen
- Active Secret-level Security Clearance and DHS Suitability preferred.
- Experience in direct supervision of major efforts in the analysis, design, development, integration, training, testing, documentation, and implementation of complex systems
- Familiarity, proficiency, and experience with all DHS acquisition guidance, such as with the Acquisition Lifecycle Framework (ALF) as defined in the DHS Acquisition Management Instruction 102-01-001, Revision 01 (3/9/16)
- Experience in biocontainment laboratory, research, or hospital planning, design, or construction
- Familiar with developing, authoring, reviewing, analyzing, implementing, and maintaining design and construction related documents, plans, and other management systems or processes
- Possesses, understands, and has basic working knowledge of government acquisition for architect-engineer-design and construction requirements
- Familiar with construction inspection processes and activities used in reviewing, photographing, and documenting construction in progress
- Possesses team management and leadership skills to utilize Project Management Office support staff efficiently in accordance with identified priorities and resources
- Ability to work collaboratively
- Familiar with Microsoft office suite of programs, especially MS Project, Excel, and Word
- Familiar with design and construction software programs like Primavera 6, Autocad, Micro station, or Adobe
